1: Get a rough feel for how it works now, and flowcharting can be a good way to do that.
2: Highlight where on your performance measurement process flowchart the problems (from your mind map exercise) are happening.
3: Decide where you're going to start fixing the process to remove the cause of the problems, and what needs to change about the process to achieve that.
4: Create a Measures Team to develop a performance measurement process improvement project.
5: (Obviously) Execute your performance measurement process improvement project and start producing meaningful performance measures and KPIs.
