Jerry Z. Muller is my new hero. He is author of The Tyranny of Metrics, where he introduces the concept of metric fixation. Basically, metric fixation is when you put the wrong measures to the wrong use for the wrong reasons.

What's the real role of performance measurement? To serve the bureaucratic machine? To keep an eye on employees? To hold executives accountable? I've been thinking about achievement lately, and why some people do it regularly, and others just struggle. Certainly in my own likelihood to achieve, I see a pattern. And I reckon I see a similar pattern when it comes to how likely my clients are to succeed with performance measurement.
